Report 140-2026 - Community Services - Transit Services recommending that Administration be authorized to enter into another one-year Universal Transit Pass (U-Pass) Agreement between the City and the Lakehead University Student Union Inc. (LUSU).

  • WITH RESPECT to Report 140-2026-Community Services-Transit Services, we recommend that Administration be authorized to enter into another one-year Universal Transit Pass (U-Pass) Agreement between the City and the Lakehead University Student Union Inc. (LUSU), with some changes as detailed in this report, including such ancillary documents, amendments and renewal agreements as may be required to give further effect to the intended relationships of the parties for a one-year term commencing on September 1, 2026;

    AND THAT the Commissioner, Community Services be authorized to execute all documentation with respect to the U-Pass program agreement;

    AND THAT any necessary by-laws be presented to City Council for ratification.

Memorandum from Kayla Dixon, Commissioner - Infrastructure & Operations, dated March 6, 2026 containing a recommendation that City Council authorize the appointment of David Tarini to the Chief of Fire for the Thunder Bay Fire Rescue.

  • WITH RESPECT to the Memorandum from Kayla Dixon, Commissioner - Infrastructure & Operations dated April 7, 2026, we recommend that David Tarini be appointed to the Chief of Fire for the Thunder Bay Fire Rescue effective April 8, 2026;  

    AND THAT By-law 019-2026 - Appointment of Acting Fire Chief be repealed; 

    AND THAT By-law 129-2026 - Appointment of Chief of Fire be presented to City Council for ratification on April 7, 2026. 

Report 68-2026 - Infrastructure & Operations - Thunder Bay Fire Rescue recommending City Council approve draft By-law 087-2026, including the City of Thunder Bay Emergency Management Program, Emergency Management Plan and Strategy, as attached to this report.

  • WITH RESPECT to Report 68-2026-Infrastructure & Operations-Thunder Bay Fire Rescue,

    WE RECOMMEND THAT City Council approve draft By-law 087-2026, including the City of Thunder Bay Emergency Management Program, Emergency Management Plan and Strategy, as attached to this report;

    AND THAT By-law 76/2021 (Emergency Plan By-law), as amended, be repealed; 

    AND THAT City Council enacts By-law 87-2026, being the new Emergency Management Program By-law.

Report 37-2026 - Corporate Services - Revenue recommending the registration of tax arrears certificates against the properties as shown in Attachment A to this report, thereby starting the Municipal Tax Sale process.

  • WITH RESPECT to Report 62-2026, we recommend that the City-owned surplus property, municipally known as 545 Algoma Street North and legally described as Lots 16-26, Block 42, Registered Plan 121, McIntyre, Part of Powley Street and Part of Lane, Block 42, Plan 121, being Parts 4-7 on Reference Plan 55R-14379, be sold to 1001432176 Ontario Inc., or a permitted affiliated assignee, for the sum of $749,000, for the purpose of a multi-residential development with potential for additional mixed uses permitted under the current property zoning, subject to the terms and conditions recommended in this Report, including entering into a Site Plan Control Agreement and a Repurchase Agreement with the City prior to closing;

    AND THAT the Director - Development Services be authorized to execute any and all documentation required in order to finalize the transaction;

    AND THAT any and all necessary by-laws be presented to City Council for ratification.

Report 142-2026 - Infrastructure & Operations - Engineering recommending the use of the Negotiation method, pursuant to section 6.02 of the Supply Management By-Law 359-2024, be approved to procure the work required to complete the Beverly Street Parking Lot.

  • WITH RESPECT to Report 142-2026-Infrastructure & Operations-Engineering, we recommend the use of the Negotiation method, pursuant to section 6.02 of the Supply Management By-Law 359-2024, be approved to procure the work required to complete the Beverly Street Parking Lot project up to the maximum budgeted value of $2,000,000.00, (inclusive of HST);

    AND THAT the City Manager be authorized to sign all documentation related to this matter;

    AND THAT any necessary by-laws be presented to City Council for ratification.

A By-law to establish an Emergency Management Program and Emergency Plan and to identify key individuals for the protection of public safety, health, environment, critical infrastructure and to promote economic stability and a disaster resilient community in the City of Thunder Bay, in the District of Thunder Bay, and to repeal By-law 76-2021 and By-law 81-2021.
