  • THAT the Minutes of the following Committee of the Whole meeting, be adopted:

    1. February 6, 2023 Committee of the Whole;

    2. February 13, 2023 Committee of the Whole.

Pending the passage of the resolutions relative to the above-noted at the Committee of the Whole meeting, to be held earlier in the evening, the resolutions will be presented for ratification and under Council's policy will require a two-thirds vote.


  • THAT the following ratifying resolutions be introduced, read, dealt with individually:

    1.  Report 61-2022 (Infrastructure & Operations - Engineering & Operations) Contract 8, 2023 - Cement Mortar Lining;

    2. Report 43-2023 (Community Services - Facilities, Fleet and Energy Management) Fort William Gardens Condenser Upgrade - Tender Award;

    3. Report 72-2023 (Community Services - Facilities, Fleet and Energy Management) Canada Games Complex Mechanical & Accessibility Improvements - Tender Award;

    4. Memorandum - By-law 64-2023 - A By-law to Repeal By-law 25/2017, Appointment of City Treasurer.


A By-law to repeal By-law 25/2017, being a by-law to appoint a City Treasurer for The Corporation of the City of Thunder Bay.

A By-law to amend By-law 68/2018, being a by-law to regulate the supply and distribution of water and to provide for the management and maintenance of the Waterworks.

A by-law to amend By-law 50-2012, being a by-law to provide a Property Tax and Water Credit Program for Low-Income Seniors and Low-Income Persons with Disabilities, pursuant to Sections 319 and 365 of the Municipal Act, 2001.

A By-law to authorize the execution of a Transfer Payment Agreement between His Majesty the King in right of Ontario, represented by the Minister of Transportation for the Province of Ontario (the 'Province') and The Corporation of the City of Thunder Bay (the 'Recipient') for the transfer of Phase 4 Municipal Transit Funding with respect to the Safe Restart Agreement (SRA).

A By-law to amend By-law Number 99-2005, being a By-law to appoint Municipal Law Enforcement Officers for The Corporation of the City of Thunder Bay for the enforcement of Municipal Parking By-laws.

    1. A By-law to repeal By-law 25/2017, being a by-law to appoint a City Treasurer for The Corporation of the City of Thunder Bay.

    By-law Number:  65-2023
