  AND THAT Administration report back when they have exhausted all sources of external funding options;

  AND THAT any necessary by-laws be presented to City Council for ratification.

  AND THAT Administration provide progress updates to City Council as needed;

  AND THAT a copy of this resolution and the Plan be sent to the Honourable Sean Fraser - Minister of Housing, Infrastructure and Communities of Canada, and the Honourable Paul Calandra - Ontario’s Minister of Municipal Affairs and Housing;

  WITH RESPECT to Report 395-2024 (City Manager’s Office – Strategic Initiatives & Engagement), we recommend that the Temporary Village Initiative as outlined in this report be approved with a maximum budget for infrastructure and construction of $5.0 million, conditional on final site approval by City Council;

  AND THAT the Temporary Village Initiative be financed up to $5.0 million from the Renew Thunder Bay Reserve Fund;

  AND THAT any external funding or cost recovery related to the capital cost of the project, reduce the contribution from the Renew Thunder Bay Reserve Fund;

  AND THAT Administration include up to $1.5 million in the 2025 tax-supported operating budget to fund an operator for the Temporary Village Initiative;

  AND THAT Administration conducts further analysis and time-limited consultations on the two proposed site locations and report back to Council with a recommended location and updated cost estimates;

  AND THAT should any costs exceed municipal contribution maximums, Administration will report back to seek further direction;

  AND THAT any necessary by-laws be presented to City Council for ratification.

By-law 233-2024 - A By-law to close a Portion of Untraveled Street Allowance municipally known as 837 Hodder Avenue

A By-law to close a portion of untraveled street allowance municipally known as 837 Hodder Avenue, and a portion of untraveled street allowance being Lot 20 and Part of Corona Street as shown on Registered Plan M111 (E97) Reference Plan 55R-15294, in the City of Thunder Bay, in the District of Thunder Bay.

By-law 356-2024 – A by-law to amend By-law 220-2023 being the Consolidated Reserve Fund By-law.

A By-law to amend By-law Number 220-2023, being a by-law to consolidate and provide for the establishment of and maintenance of all Reserve Funds of The Corporation of the City of Thunder Bay (“The Corporation”).

By-law 372-2024 – A By-law to close a Portion of Windsor Street.

A By-law to close a portion of the street known as Windsor Street at Dublin Avenue (north side) as shown on Reference Plan 55R-15252 in the City of Thunder Bay, in the District of Thunder Bay and to repeal By-law 158-2024.

Notice of Motion to Amend - 2025 Capital Budget Schedule - Table 1: 2025 Budget Calendar

At the June 24, 2024 Committee of the Whole meeting, a resolution was passed relative to Report 227-2024-Corporate Services-Office of the City Treasurer and was ratified by City Council on July 15, 2024.

Memorandum from City Treasurer Keri Greaves, dated September 23, 2024 requesting a Notice of Motion to Amend, relative to the 2025 Capital Budget Schedule - Table 1: 2025 Budget Calendar, was introduced at the October 7, 2024 City Council meeting, for debate at the October 28, 2024, City Council meeting, re-presented.

Memorandum from Councillor Mark Bentz dated October 3, 2024 providing formal notice to move the recommended Notice of Motion at the October 7, 2024 City Council meeting was distributed separately on Thursday, October 3, 2024, re-presented.

The following resolution relative to the 2025 Capital Budget Schedule is presented for Council's consideration. Under Council's policy, a two-thirds vote is required.
