  • WITH RESPECT to the January 16, 2022 Committee of the Whole meeting, we recommend that the agenda as printed, including any additional information and new business, be confirmed.

Memorandum from Karen Lewis, General Manager - Development & Emergency Services, dated December 19, 2022 containing a motion recommending that the request for funding of up to $500,000 by Lakehead University for the Doctor of Veterinary Medicine Program for Northwestern Ontario, be approved.

A presentation in support of the recommendation will be provided by Lakehead University President Dr. Moira McPherson and CEDC-CEO Jamie Taylor.

  • WITH RESPECT to the Memorandum from Karen Lewis, General Manager Development & Emergency Services, at December 19, 2022, we recommend that the request for funding of up to $500,000 by Lakehead University for the Doctor of Veterinary Medicine Program for Northwestern Ontario, Project Reserve Fund Request #2022-55, as outlined in Attachment A, be approved;

    AND THAT the $200,000 approved in the 2022 CEDC budget for the Investment Reserve Fund be transferred to the CEDC Project Reserve Fund;

    AND THAT $300,000 be allocated to Project Request #2022-55  from the CEDC Project Reserve Fund;

    AND THAT pending Council’s approval of the $200,000 transfer to the CEDC Project Reserve Fund in the Proposed 2023 budget, $200,000 be allocated to Project Request #2022-55 from the CEDC Project Reserve;

    AND THAT any necessary by-laws be presented to City Council for ratification.

Memorandum from Councillor Kristen Oliver, Chair - Inter-Governmental Affairs Committee, dated January 3, 2022 containing a motion recommending that Council support the passing of Bill 42 – Gender Affirming Health Care Act.

Deputation request received from Jason Veltri on Monday, January 9, 2022 requesting to appear before Committee relative to the above noted. 

  • WITH RESPECT to the Memorandum from Councillor Kristen Oliver, Chair – Inter-Governmental Affairs Committee, dated January 3, 2023, we recommend that Council support the passing of Bill 42 – Gender Affirming Health Care Act;

    AND THAT a copy of this resolution be sent to Premier Doug Ford, Health Minister Sylvia Jones, MPP Kevin Holland, MPP Lise Vaugeois, Rainbow Collective and MPP Kristen Wong-Tam;

    AND THAT any necessary by-laws be presented to Council for ratification.

Memorandum from Councillor Kristen Oliver, Chair - Inter-Governmental Affairs Committee, dated January 3, 2022 containing a motion recommending that City Council endorse the policy recommendations prepared by Drug Strategy Network of Ontario: “Solutions to End the Drug Poisoning Crisis in Ontario: Choosing a New Direction”.

  • WITH RESPECT to the Memorandum from Councillor Kristen Oliver, Chair – Inter-Governmental Affairs Committee, dated January 3, 2023, we recommend that Council endorse the policy recommendations prepared by Drug Strategy Network of Ontario: “Solutions to End the Drug Poisoning Crisis in Ontario: Choosing a New Direction”;

    AND THAT the City of Thunder Bay request the Province declare the drug poisoning crisis an emergency under the Emergency Management and Civil Protection Act (EMCPA, RSO 1990) and create a Provincial Task Force to address the crisis as outlined by the Drug Strategy Network of Ontario;

    AND THAT the City of Thunder Bay call on the Province to provide adequate funding to expand evidence-informed harm reduction and treatment practices throughout Ontario;

    AND THAT the City of Thunder Bay call on the Province to eliminate the structural stigma that discriminates against people who use drugs;

    AND THAT the City of Thunder Bay call on the Province to increase its investments in prevention and early intervention services that provide foundational support for the health, safety, and well-being of individuals, families and neighbourhoods;

    AND THAT a copy of this resolution be provided to NOMA, AMO, FCM, the Minister of Health – Ontario and the Premier of Ontario;

    AND THAT any necessary by-laws be presented to Council for ratification.
