  • WITH RESPECT to the April 3, 2023 Committee of the Whole meeting, we recommend that the agenda as printed, including any additional information and new business, be confirmed.

Report 59-2023 (Infrastructure & Operations - Engineering & Operations) recommending that Contract 3, 2023 Sewer and Watermain I be awarded to Menei Brothers Contracting, which submitted the lowest tender in the amount of $2,891,455.30 (inclusive of HST).

  • WITH RESPECT to Report 59-2023 (Infrastructure & Operations – Engineering & Operations), we recommend that Contract 3, 2023 - Sewer and Watermain I be awarded to Menei Brothers Contracting, which submitted the lowest tender in the amount of $2,891,455.30 (inclusive of HST); it being noted that the amount shown is based on estimated quantities; final payment for this Contract will be based on measured quantities for the complete work;

    AND THAT the General Manager of Infrastructure and Operations report any significant variations in the Contract quantities to City Council;

    AND THAT the Mayor and Clerk be authorized to sign all documentation related to this matter;

    AND THAT any necessary by-laws be presented to City Council for ratification.

Report 112-2023 (Infrastructure & Operations - Engineering & Operations) recommending that Contract 7, 2023 for the Northcore Streetscape Renewal - Court Street and Red River Road be awarded to Nadin Contracting Ltd, which submitted the lowest tender in the amount of $13,231,401.31 (inclusive of HST).

Pending the passage of the resolution at the Committee of the Whole meeting, the resolution will be presented for ratification at the City Council meeting to be held later in the evening and will require a two-thirds vote.

  • WITH RESPECT to Report 112-2023 (Infrastructure & Operations-Engineering & Operations), we recommend that Contract 7, 2023 for the Northcore Streetscape Renewal - Court Street and Red River Road be awarded to Nadin Contracting Ltd, which submitted the lowest tender in the amount of $13,231,401.31 (inclusive of HST); it being noted that the amount shown is based on estimated quantities; final payment for this contract will be based on measured quantities for the completed work;

    AND THAT consulting services be awarded to the firm of Brook McIlroy Ltd. with a maximum agreement approved in the amount of $113,000.00 [inclusive of HST] for inspection associated with this contract;

    AND THAT the General Manager of Infrastructure and Operations report any circumstances to City Council should serious variations in the Contract quantities occur;

    AND THAT Appropriation #1 be approved;

    AND THAT the Mayor and City Clerk be authorized to sign all documentation related to these matters;

    AND THAT any necessary By-law be presented to City Council for ratification.

  • WITH RESPECT to the Memorandum from Councillor Greg Johnsen dated March 17, 2023, we recommend that Administration investigate the various options for a trail network in the vicinity of Mountain Road and Nor’Wester View School;

    AND THAT this report include on a broad scale the financial impacts of taking on this work in the 2024 budget and future city budgets;

    AND THAT Administration report back on or before October 16, 2023;

    AND THAT any necessary by-laws be presented to Council for ratification.

Minutes of Meeting 01-2023 of the 2024 Ontario Winter Games Organizing Committee, held on February 16, 2023, for information.

Report 105-2023 (Community Services - Recreation & Culture) recommending that Administration submit a Stage 2 application for funding to the Northern Ontario Heritage Fund Community Enhancement Program for infrastructure improvements necessary for hosting the Ontario Winter Games.

  • WITH RESPECT to Report 105-2023-Community Services-Recreation & Culture, we recommend that Administration submit a Stage 2 application for funding to the Northern Ontario Heritage Fund Community Enhancement Program for infrastructure improvements necessary for hosting the Ontario Winter Games;

    AND THAT the City be responsible for mitigating funding shortfalls related to this project;

    AND THAT the General Manager, Community Services be identified as the signing authority for the application;

    AND THAT any necessary by-laws be presented to City Council for ratification.

     

Memorandum from Krista Power, City Clerk, dated March 1, 2023 attaching a petition received by the Office of the City Clerk relative to the replacement of a transit shelter on Superiorview Drive. The petition includes 22 signatures.

Memorandum from Councillor Kristen Oliver, Chair - Inter-Governmental Affairs Committee, dated March 21, 2023 containing a motion recommending that Council support the passing of a resolution calling for the provincial government to work more collaboratively with municipalities on efforts to increase the supply of housing, and for it to tackle the homelessness crisis in Ontario.

  • WITH RESPECT to the Memorandum from Councillor Kristen Oliver, Chair – Inter-Governmental Affairs Committee, dated March 13, 2023, we recommend that Council support the passing of a resolution calling for the provincial government to work more collaboratively with municipalities on efforts to increase the supply of housing, and for it to tackle the homelessness crisis in Ontario and to support the Call to Action on Housing and Homelessness from the AMO, in advance of the provincial budget.

    AND THAT a copy of this resolution be sent to the Minister of Municipal Affairs and Housing; the Minister of Children, Community and Social Services; the Minister of Health; and to the Association of Municipalities of Ontario;

    AND THAT any necessary by-laws be presented to Council for ratification.
