  • WITH RESPECT to the September 18, 2023 Committee of the Whole meeting, we recommend that the agenda as printed, including any additional information and new business, be confirmed.

At the September 20, 2021 Committee of the Whole meeting, a resolution was passed recommending that Council approve the work plan and priorities for the review of enforcement bylaws as outlined in Report R 120/2021 (Development & Emergency Services - Licensing & Enforcement).

Report 287-2023 (Corporate Services - Licensing & Enforcement) recommending that Council approve the report and the draft amendment to By-law 22-1995, being a by-law respecting the owners of animals by adding Nuisance Animal under Definitions and adding a new section with respect to Nuisance Animal Behaviour.  

  • WITH RESPECT to Report 287-2023-Corporate Services-Licensing & Enforcement, we recommend that the draft amendment to By-law 22-1995 being a by-law respecting the owners of animals, as appended to this report as Draft By-law 289-2023, be approved for presentation to City Council on September 25, 2023;

    AND THAT that Outstanding Item 2021-116-DEV Animal By-law Amendment be removed from the Planning Outstanding List.

Report 285-2023 (City Manager's Office - Office of the City Clerk) providing an overview of the amendments made to the Municipal Act, 2001 (Part VI.1) (“strong mayor powers”) that grant new powers and duties to some designated mayors, in addition to their role as head of council and chief executive officer, for information only.

Memorandum from Mayor Ken Boshcoff dated September 1, 2023 containing a motion requesting City Council's support relative to the above noted.

  • WITH RESPECT to the memorandum from Mayor Ken Boshcoff relative to Strong Mayor Powers dated September 1, 2023, we recommend in support of the Mayor’s letter to Minister of Municipal Affairs and Housing Paul Calandra confirming the city of Thunder Bay’s housing target.

At the June 5, 2023 City Council meeting, By-law 186-2023 was referred back to Administration for further consultation with stakeholders re: mobile signs.

Memorandum from Doug Vincent, Manager - Licensing & Enforcement, dated September 5, 2023 providing an overview of the consultation results and containing a motion recommending presentation of the Sign By-law at the September 25, 2023 City Council meeting.

  • WITH RESPECT to the Memorandum from Doug Vincent, Manager, Licensing & Enforcement, dated September 05, 2023, we recommend  Outstanding Item 2023-008DEV be removed from the Outstanding List;

    AND THAT that draft By-law 288-2023 as attached, be presented to City Council for ratification at the September 25, 2023.

At the April 17, 2023 Committee of the Whole meeting, Report 124-2023 (Development & Emergency Services - Realty Services) was presented and a resolution was passed directing Administration to report back by September 18, 2023, with recommendations and options regarding potential operating models, resourcing and implementation plans relative to the Downtown Fort William Strategic Renewal Plan.

Memorandum from Peder Olsen, Property Agent dated August 30, 2023 containing a motion recommending a revised report back date for Item 2023-004-DEV-Downtown Fort William Strategic Renewal Plan from September 18, 2023 to February 12, 2024. 

  • WITH RESPECT to the Memorandum from Peder Olsen, Property Agent, Infrastructure, Development & Operations – Realty Services, dated August 30, 2023, we recommend that the Outstanding Item 2023-004-Dev-Downtown Fort William Strategic Renewal Plan – Implementation Plan be deferred from September 18, 2023 to February 12, 2024;

    AND THAT any necessary by-laws be presented to City Council for ratification.
